William received an M.A. in contemporary China Studies at the University of Washington specializing in Chinese politics/international relations and Chinese visual culture. In 1996, he was one of five selected from the United States to receive the Chinese Cultural Scholarship from the Chinese Ministry of Education for study in the PRC. He studied and taught in China for a number of years. He assisted in editing/translating the English and contributed photographs for Zhang Jianzhong and His Art (Yunnan People’s Publishing House, 1997) and The Artist - Zhang Jianzhong (Yunnan Fine Arts Publishing House, 2004). For several years he worked in the Payroll/HR/Benefits industry. In 2004 and 2005, he was a curatorial assistant for the Zhang Jianzhong Retrospective at the Kunming City Museum and its smaller traveling show which was exhibited in Novosibirsk, Tomsk, and Irkustk, Russia. He participated in an intensive summer program on Chinese film, new media, and criticism at the Beijing Film Academy in 2006.
